(Internal & Public-Facing Safety Procedure — Applies to All Users and Kampus Konnect Team Members)

Purpose of This Procedure

This procedure outlines how Kampus Konnect identifies, responds to, documents, and reports suspected or confirmed instances of child exploitation, grooming, trafficking, or abuse. Because Kampus Konnect is an 18+ verified-student platform, any minor involvement triggers immediate action, investigation, and mandatory reporting under federal law.

This document ensures:

  • Rapid detection of suspected minors
  • Clear steps for member reporting
  • Clear steps for moderator review
  • Immediate protective actions
  • Evidence preservation
  • Mandatory reporting to NCMEC and law enforcement
  • Compliance with U.S. federal regulations (18 U.S.C. § 2258A)

What Qualifies as Child Exploitation or Abuse

Any of the following instantly triggers this procedure:

  • A user identified or suspected to be under 18 years old
  • An adult attempting to contact, groom, manipulate, or solicit a minor
  • Sharing sexualized content involving a minor
  • Attempting to obtain sexual images from someone believed to be underage
  • Uploading, distributing, or requesting any content depicting minors
  • Attempting to help minors join the platform
  • Coercive, manipulative, or predatory communication
  • Attempt to move suspected minors off-platform
  • Discussions of sexual acts with someone who may be underage
  • Reports from members indicating minor status or involvement

Any confirmed instance of exploitation results in immediate removal and federal reporting.

Detection & Flagging System

Kampus Konnect uses multiple pathways to detect potential child safety concerns. Any one of the triggers below initiates this reporting procedure.

1. Automated Risk Flags

The KK system may flag accounts that show:

  • Minor-aged facial features in images
  • High school environments in photos
  • Keywords suggesting underage status (e.g., “senior year of HS,” “I’m 17,” etc.)
  • Suspicious age discrepancies between profile and behavior

3. Member Reports

Users may report:

  • “Suspected Minor”
  • “Child Exploitation or Grooming”
  • “Inappropriate Underage Content”

All reports trigger immediate review.

Immediate Protective Actions

When a child-safety-related report or flag occurs, Kampus Konnect immediately initiates protective measures.

Step 1: Immediate Account Suspension

  • The reported account is locked instantly.
  • The user cannot log in, send messages, or edit content.

Step 2: Freeze Content & Preserve Evidence

KK preserves:

  • Reported images
  • Reported messages (only those included in user reports)
  • Profile details
  • IP address and device information
  • Timestamp logs
  • Any user-provided screenshots

No content is deleted until investigation and reporting are complete.

Step 3: Block User Visibility

The suspended account becomes invisible:

  • No profile view
  • No messaging
  • No campus feed visibility

This prevents further harm.

Investigation Process

A trained safety moderator conducts a thorough, time-sensitive review.

Step 1: Review Evidence

Moderators examine:

  • Photos
  • Bio content
  • Screenshots submitted by users
  • Reported messages
  • Behavioral patterns
  • Any system-generated alerts

Step 2: Determine Risk Level

Possible conclusions:

  • Confirmed Minor
  • Suspected Minor, High Risk
  • Adult Engaging in Minor-Related Misconduct
  • Adult Not Involved in Minor Misconduct (False Flag)

Step 3: Document Findings

All findings are recorded including:

  • Summary of incident
  • Relevant user IDs and emails
  • Evidence screenshots
  • Decision rationale
  • Actions taken

Step 4: Enforcement Decision

Based on severity:

  • Immediate Permanent Ban (confirmed minors, predatory behavior, exploitation)
  • Temporary Lock Pending Additional Info (uncertain cases)
  • Profile Restoration (verified false flag)

Mandatory Reporting Requirements

Under U.S. federal law (18 U.S.C. § 2258A), Kampus Konnect is legally required to report confirmed or suspected child exploitation to the National Center for Missing & Exploited Children (NCMEC).


When a case meets reportable criteria, the Safety Team immediately files:

1. A CyberTipline Report to NCMEC

Report includes:

  • Account details  
  • IP addresses
  • Profile photos
  • Chat content provided in the user report
  • Upload logs
  • Evidence attached by reporting users

KK must submit the report as soon as possible—typically within hours of confirmation.

2. Notification to Local Law Enforcement

Depending on case severity or legal requirement, KK may also notify:

  • Local police departments
  • Campus police (if applicable)
  • State cybercrime units
  • Federal law enforcement (if escalated)

What Users Should Do if They Encounter a Suspected Minor

Members play a vital role in keeping the community safe. If a user believes they are interacting with someone underage:

Step 1: Stop all communication immediately

Do not continue conversation or engage further.

Step 2: Use the In-App Report Tool

Choose “Report User” → “Minor Suspected.”

Provide:

  • Description of concern 
  • Screenshots
  • Statements the user made
  • Any evidence that the individual may be under 18

Step 3: Block the User

Blocking protects the reporting member and stops further contact.

Step 4: Allow Moderators to Handle the Case

Do not attempt independent investigation or confrontation.

What Kampus Konnect Does NOT Do

To protect user privacy, KK:

  • Does not scan or read all messages
  • Does not use AI to monitor conversations in real time
  • Does not access a user’s private device content
  • Does not retain evidence longer than legally required

KK only uses content provided within:

  • User reports
  • Moderation review
  • Automated risk flags
  • Required retention for NCMEC reporting

Final Enforcement Outcomes

After investigation, outcomes include:

1. Permanent Account Ban

Applied when:

  • User is confirmed under 18
  • User engages in predatory or exploitative behavior
  • User shares or requests minor-related content
  • User attempts to help minors access KK

2. Law Enforcement Follow-Up

Authorities may:

Request logs or evidence 

  • Conduct interviews
  • Investigate connected accounts
  • Pursue charges where applicabl

KK cooperates with all lawful investigations.

3. Account Restoration (Rare)

Only applies when:

  • The report was incorrect
  • The user provides proof of age and enrollment
  • No misconduct occurred

Prevention & Safety Education

To maintain a safe college-only environment, KK proactively:

  • Educates users on identifying grooming behavior
  • Encourages community reporting
  • Regularly updates safety tools and scanning protocols
  • Maintains strict 18+ access standards
  • Uses human moderators trained in child exploitation detection
  • Reviews systems for accuracy and bias
  • Works with campus partners to maintain student safety

Confidentiality & Privacy

All reporters remain confidential.

Identities of reporting members are never shared with the offending user.


KK only shares information with:

  • NCMEC
  • Law enforcement
  • Legal authorities requiring disclosure
